Samdech Techo Hun Sen Discusses Democratic Integrity and Technological Advancement with Japanese Ambassador

Phnom Penh, May 18, 2024: In a significant diplomatic dialogue held at the Japanese Embassy in Phnom Penh, Samdech Techo Hun Sen, President of the Senate of the Kingdom of Cambodia, emphasized the country’s commitment to democratic processes and technological advancements in a meeting with the Japanese Ambassador to Cambodia, Mr. ENENO Azizi (UENO Atsushi).

Reflecting on historical ties, Samdech Techo recalled signing a letter of condolence at the Japanese Embassy following the devastating 2011 earthquake in Japan. He highlighted Cambodia’s consistent track record of holding regular elections since 1993, with support from international partners such as Japan and the European Union, especially post the 1997 internal conflict in Phnom Penh. The 1998 elections, known as the "Wonder of the Mekong," marked a pivotal moment in Cambodia's democratic journey.

Discussing electoral developments, Samdech Techo Hun Sen detailed the evolution from appointed to elected senators and noted the comprehensive support from Japan at all stages of Cambodia's democratic processes. He expressed optimism about the region's political climate, predicting improvements as extremist movements diminish.

On the technological front, Samdech Techo Hun Sen lauded the rapid digital transformation propelled by the COVID-19 pandemic, which saw Cambodia advancing five years in digital capabilities. This shift was crucial during school closures, enabling continued educational activities through digital platforms. He also outlined significant reforms in governance and taxation, facilitated by information technology, including direct bank payments to eliminate corruption and enhance transparency.

Thanking Japan for its ongoing support and collaboration in digital initiatives, Samdech Techo Hun Sen expressed hope for Cambodia to serve as a model in digital expertise.

The meeting also covered broader geopolitical issues, including the situations in Myanmar, the Middle East, and Ukraine, as well as the implications of artificial intelligence on socio-economic development. Samdech Techo highlighted the paradox of technological advancements in warfare versus economic development, urging a global shift towards the latter for substantial progress.

The discussions between Samdech Techo and the Japanese Ambassador underscored a mutual commitment to fostering a stable, democratic, and technologically advanced region.
